So, dunno if this changed or not (I forgot some stuff), but for SOME divine spirit servants to be summoned, they require a human vessel to use as their physical form, the vessel could be from any time period as long as it has an similar personality with the divine spirit possesing it. A bit of a spoiler, but Shirou, Sakura, Kotomine, Rin, Taiga, Reines and even Illya, are vessels for Divine Spirits. Why them you ask? Lore answer, again, they possess similar personalities with the divine spirits inhabiting them. Real answer? MARKETING BAYBEE

So the thing is for Gods and Goddesses that become Servants they need a host body that are similar in personality and attributes. Since Gods are really powerful, the whole Heroic Spirit System has to lower their Divinity to make them summonable, making them Divine Spirits. Ishtar and Rin are similar and so is Taiga and Jaguar Warrior. However this isn’t the case for all Deities, for example the Greek Gods are a bit too powerful for them to become Divine Spirits. However there are some loopholes they can exploit to become Servants.

That first scene is froom the end of the Fourth Singularity London, The King of Mages reveals himeself as the great mastermind behind the Seven Singularitys and the Incineration of Humanity. The Mash and Amadeus (Wolfgang Amadeus Mozart, one of the most famous compositeres), is froom First Singularity Orleans. Gil graill is not fake, it just isn't the same Graill that the King of Mages used to create the Singularity, a similar thing happens is 3º Singularity Okeanos where Francis Drake had a Graill but it wasn´t the same Graill that Chaldea had to retrieve. All of the places you see here are real locations, but you have to consider is a depiction of them in 2655 B.C.. Don´t understimate a Goddess even if they are...in a Tig- I mean Jaguar outfit. Also this is not really touched in babylonia, but the reason Merlin is imprisoned in Avalon is actually because he tried to run from a pretty woman haha, let's just say the Magus of Flowers is a really heartbreaker.

Yes, Jaguar Man is using Taiga Fujimura as the main body. By now in your actual reactions you must have come across explanations of what Pseudo-Servants are, and that is what she (like so many gods as Servants in FGO and few others) is. Jaguar man has plenty of Taiga in terms of personality. Probably because the Jaguar Man / Were-Jaguar, and by extension supernatural Jaguars in general in Mesoamerica, that originated in the Olmec civilization is so old that there hardly is a consistent personally through all the interpretations. It is very primal and ancient (and thus powerful in Fate), but not very much a "character". So Taiga's personality makes up most of her. The FGO materials book that has her entry straight up says: "No matter how one looks at it, the personality of the possessed body is composed of the main host, but that should not be pointed out." Taiga herself (yes the way she appears in the Fate VN and it's adaptations, not just in the parodies) is very skilled and strong. In her late teenage years she used to single handedly dominate all kendo competitions she entered (and the people running the competitions had to find a loophole [about her decorating her Shinai with tiger pattern strip] to disqualify her. The materials are pretty clear about her strong fighting abilities and e.g. in an interview Nasu stated that on a pure skill level Taiga and Shiki Ryougi (from Kara no Kyokai) are at the same level of melee fighting ability.
