Yeah I explained that In the end if you use work energy theorem you'll get the relation for the max angle turned. If you use torque balance you'll get the equilibrium angle.
It's just like how in shm motion the pendulum oscillates (but here motion is only shm for small angles) so at extreme positions kinetic energy becomes zero and at mean position which is at theta from the vertical the kinetic energy is max. Using Torque analysis initially Magnetic Torque > Gravity torque so ring rotates ccw, At equilibrium position net torque zero and after that gravity torque is greater which means the ring will retard. Now when it comes to rest their is still a net clockwise torque acting on the ring which will make it start moving clockwise.
