He still has his own cult ( the ones who joined and got killed by Jeremiah weren't all members of Jerome's cult ) , he drove Jeremiah insane to continue his legacy with it causing a domino effect which resulted in in No Man's Land, and then there's the possible clone who takes inspirations from him and his brother who might take Jeremiah's place and with it continuing Jerome's legacy as the Joker who will cause many chaos and trouble for Gotham and Batman .
