I have eyes like this, and when I was a child we had staring contests. I was a very respectful, kind and considerate child, so no bully at all, but when they looked into my eyes for some time they somehow would feel both at awe and humbled, so that they would look away and I would win.

Similarly, Philip Sayer, who played Saul/Paul in the follow up miniseries to this, Anno Domini, was also English but again a plausible look. Not all people from the Eastern Mediterranean and near East are dark, some do have lighter skin, hair and eye colours. They're not a homogenous monolith.
