I also came here because I saw Step 3 and was confused, it has taken me about 15 minutes to stop laughing at the comment section, I am in full agreement with you all. The company should be ashamed releasing instructions this poor. I have however figured it out. There are side clips (5 on the Parts List - Side Leg Buckles), if you open them and look behind the clip / around that area you should see a button (4 on the Parts List - Leg Opening Adjustment Buttons), and also fastening the loop near to that button. If you see the loops on the front side Step 2 in the video, on the back part of the carrier are the loops for Step 3, that fasten onto the hidden button you will find once you open the side clips (5 on the Parts List - Side Leg Buckles). I know I've repeated myself here, and it'll probably still be confusing. It makes the carrier even smaller and I believe it forces the infants legs to be raised slightly above the hip. I haven't actually done it yet, my baby girl is only 5 weeks old. I hope this helps the next person, I'm laughing because most of your babies are onto the next stage now so this is almost irrelevant.
I am also here severely not understanding step 3. Seriously, I can see some fingers, buttons and loops, but no clue where on the thing it is. Either of you guys ever figure it out?
