Remember that the Jedi Council from the Old Republic is so much different, and its successor is formed by the Exile's teachings, so they shouldn't be as idiots as the previous masters. Rather than question his own tutoring, or examine the code for flaws that may have led to their fall, he would preserve the books and make lessons stricter for other Jedi. The Jedi of the Galactic Republic remained unchanged since the Ruusan Reformation, and were vastly unprepared for the re-emergence of the Sith, but no Jedi ever made the same choices Vrook did after his death.
