After marathon debates, the P 1.645-trillion national budget has been approved, including the controversial P21-billion conditional cash transfer fund of DSWD. But the budget was not passed without objections. Critics of the CCT fund cite corruption and government's inability to track down where exactly the fund goes as bases for objection. Inquirer columnist and broadcaster Mon Tulfo thinks the P21-billion fund could've been used to build livelihood projects. He fears the cash assistance might just drive the poor to become lazier rather than help them financially.
