Unfortunately, it doesn't seem like it. The JP version came out years before the English release, so naturally there would be no support at launch. I downloaded the latest patch but it doesn't seem like they've added English to the JP version. If I had to guess I'd say they won't add it either. There is a fan translation patch that can be applied to the JP version (which they finished making right before Type Moon announced an official translation) The global version has English, Japanese, and Mandarin as language options.
