I strongly believe that you are being ripped off as a milking cow. Why don't you get yourself a good lawyer to fight your case in a Civil court. Advise your lawyer that you intend to hire a professional registered company to install the new water system. Insist on a warranty/guarantee where they will certify that the job has been performed 100% without defects. Keep your bills and full payments up to the last month. Because the municipality billing system is computerized without doing a sport check on your actual monthly water consumption, they will still still send you exorbitant bill for the preceding months. Then go back to your lawyer with this proof to proceed with your case. If he is a good lawyer, he would use the Law of Evidence to prove your case and even claim a refund for you after which time you may proceed through the Consumer Council for mismanagement, corruption and unfair treatment.
