He took the ball, and added an overlay (overlay: an added image, video, or thing on top of a image or video in editing) and edits the overlay to increase slowly using a software of his choice. It is a very difficult process tho. You have to draw everything picture by picture and make it go faster. Thats why you see their mouth moving up and down quickly or slowly, it depends on how fast he makes the pictures switch to add that effect.
