The song is called No by Vim and the meme most people remember is Eddsworld's Just A Bit Crazy (from 2008) which became it's own meme. However the original animation to use the song was a furry animation (from 2006) by Nobuyukinyuu (of Inspector Bonk fame). You should check them out.
@@X-SPONGED Experiencer really. I remember when the original meme came out. A flash animation of failing dogs on a scale. Then Eddsworld's coming out years later. It was actually relatively common for furry memes to go "mainstream" at least in Internet terms but have their history buried. Nyan Cat is an example.
