It's more about posture than weight in this case. The girl has put her body closer to the arm and twisted her shoulder on it, which allows her to put her weight on the arm. I'm pretty sure they just let the women do this because otherwise, it wouldn't even be fun.
Sorry to blow your bubble but I'm pretty sure this is a match by handicap because she is obviously cheating(which they most likely just allowed to make the match work). If you don't know what I'm saying, just look at the posture difference of both.
YES, and that is really NOT small, even though NOT that important for a serious arm wrestling win. I wished SO much, we all could have had a good look on the young lady's sleeveless straining struggling upper arm - too too bad, her upper sleeves are much too wide AND long ☹️ ... From germany. MAH.

If you put your body closer and twist your arm like that you can put your "weight" on your arm. That is a huge advantage. It was actually quite common to give a girl an advantage like that when having some fun in a mixed match when I was in middle school
