This law he wants to bring in is NOTHING to do with helping out waiters/waitresses who depend on tips for their income, the same law will allow his buddies in the city who play the stock market to change the way they are paid, they will get a "basic" pay which they will pay taxes on but most of their income will be transformed into "tips" which they will pay no tax on! That is who his tax "initiative" is for, -practically tax-free status for the elites he is desperately trying to be invited to join-he'd like to be King of New York but the upper echelons of that society rejected him-hence the grandiose palace down in the swamps Florida. Ask yourself this: when, exactly did trump, living at Sunset Boulevard in Florida, completely isolated from-and indifferent to- the problems of ordinary Americans suddenly realize that restaurant staff have a tough time making it in America today?-when he needed more money for his campaign and is promising anyone who stumps up some cash anything they ask for.
