If you also count fourth rider to appear in the series, Sasword should be added to the list. Even though he is consider the fifth rider, he was the fourth rider one to show up. Gatack was the fifth rider to show up but is consider the second rider in Kabuto.

Let's not forget the period when Mutsuki was being controlled by the Spider Undead. Also with that in mind you also skipped Eternal which if we want to go by that specification when he was in his solo outing he wasn't yet a villain. So yeah, not an excuse.

@@Nisyiboy no. Fourth rider means the fourth important rider in the season. Ouja actually serves more purpose in the season while Raia dies gets killed by him midway. It doesn’t matter whether he is a villain or not or whether his goals are different or not. He survived until the final, being present along with the the three other riders, Ryuki, Knight & Zolda, when Odin used Time Vent to reverse time to 6 months, lived long enough to encounter Imperer and Tiger and then kill one of them and even appeared in the movie Episode Final along with the other three riders and two new riders Femme and Ryuga.
