This makes perfect sense. Izuru, being the Ultimate of everything, had to have felt depressed from the fact that very little in his life was enjoyable. It’s possible that playing games with Chiaki eased his pain by reassuring him that there was someone in the world who cared about him and his happiness. And after a while, he probably learned how to appreciate the little things in his life that made him happy... such as the games he played with his friend. The issue is that he didn’t know how to express those feelings fully... until he noticed his classmate watering a plant on the windowsill. He felt warmth in his heart for the plant... and for the one keeping it alive. That was when he found he couldn’t hold back his smile anymore.
