yeah thats pretty much how 90% of music is created. Whether you're using a Guitar, Piano or whatever, you will generally come up with chords first, hum a melody and then find words for said melody. A classic example is when Paul Mccartney first created the melody for Yesterday, he sang it as "scrambled eggs, oh my baby how i love you're legs" because he was still working on the melody and hadn't got to the lyrics yet
