The whole spot was supposed to be longer, it was fully scripted but Kanye said “it was too emotional of a situation” and that he was going to go off and improv. Mike is the only one reading the teleprompter here and nobody had any idea what Ye was gonna say, hence everybody’s reaction and then the cutaway. Myers and Tucker both said that they were proud of Kanye for saying what everybody wanted to say, but didn’t have the balls to.

People always focus on his stuttering, his difficulty keeping his thoughts together, etc. And use it to say he was unhinged and out of control. But if you pay attention to just the content of what he was saying, it's incredibly lucid and hit right at the centre of the terrible treatment of black people during the hurricane.
Our politicians treat black people as terribly as all the plebs regardless of race. It's just blacks are more chaotic and dependant on average than other races, so the goverment abuse shows more.

Sounds like he was reading off a teleprompter and then adding his own thoughts in between. Kanye doesn’t do well with talking in a straight line, he’s said before that when he speaks he naturally just jumps from idea to idea fleshing them out without actually connecting them, like a free flow of info. I can see that in this clip.

Mike Myers just came out with Austin Powers: Goldmember not that long before this, and Kanye just came out with his College Dropout album. Both were huge at the time and that’s why they hired them. What Kanye said was completely off script, hence why they cut both of them off as soon as Kanye says “George Bush hates black people.” It’s funny now, but that shit was embarrassing for everyone involved at the time.
