Because a few metres to the left is 10 Downing Street (the Prime Minister's residence) and a few more metres to the right are the Houses of Parliament.

Why? Most of the horses like being patted..some even give people a nudge if they don't.. some are real smoochers, and there are only a couple who like to nip. Even the police on duty give the horses a pat if they go near them..if a horse didn't like it, they would let people know very quickly..

Some people haven’t seen a horse close up

Lots of people haven't had the privilege of seeing a horse up close. Fortunately, I have; and, even still I want to touch every horse I see. However, I know to heed signs, the horse's body language & behavior, and most importantly to ask the rider, if there is one, if it's okay if I approach and if I may touch the horse. I used to think that people just needed a bit more education about things, but the more I see, the more I think humans are just rude, ill mannered, inconsiderate, entitled and stupid. It's really unfortunate how badly humans are devolving. No wonder I prefer the company of animals. For the safety of the horses & guards, it's time to put the barricades up permanently. It's too risky not to. Tourists can still take pictures of the horses and guards from behind the barricades. Not every holiday photo has to have you in it. When did society become so self involved that we must have so many pictures of ourselves. Perhaps, if it were possible, a guard and horse could be placed in a special area away from the general public, and only those who pay a hefty fee could have a photo with guard and horse. This would allow better flow as well as safety. The proceeds could go to the care of the horses, guards pensions, or charity.

First sensible answer i have seen reguarding the horses and the noises from the protests.. seen so many say the horses need retraining because they are spooking at flags, drums etc..

They are headed for either the Houses of Parliament (to the right of Horse Guards) or Downing Street and the Prime Minister (to the left). So Whitehall is the optimum place to demonstrate. But, yes, if they had any respect, they'd lay off the drums and whistles until they were past.
