Elha, kiefer, lucas, And many other singers too. Nowadays whistle register is not as special as it was before when Minnie riperton And Mariah popularized it. Tho It’s still a rare thing because even though most singers can access that register there’s only few singers who can control it properly without severely damaging their voice.

Most of the singers you just mentioned sang really high falsettos but technically haven't reached the whistle register. Mentionable Filipino singers that have hit the whistles are Elaine Duran and even Kiefer from the TNT Boys used to be able to do it.
