He is not in my must have esper list coz he is only good for pvp and useless in pve but he is DAMN GOOD in pvp and since pvp gives you shimmer fragment it will snowball your account to grab every new shimmer legendary when they come out so it depends on whether you want to min max this game or just play casually and enjoy the non meta
For future prospect he will last very long but only in pvp. Percentage hp dmg, true dmg, innate lifesteal, shield before attacked, prevent stun and sleep, and can give these to allies, these are all high valued utility that can last very long in any games
