First you're using scam incorrectly. Where are they lying? It also doesn't work like that. You're paying for gameplay, not new trains. The 66 is everywhere after all and other trains might be restricted by licenses or access.

A scam would suggest you're getting nothing in return, whereas you're getting gameplay for 4 routes and the HOA wagon :)
