A better question would be, Why would Kevin be so nice as a little kid, and then become such a jerk as he got older? He also must've been real fickle back then. Double D looks pretty little right there, probably little enough to still be using a pacifier. He might still be learning to talk, so the hug is most likely just a way of nonverbally communicating his gratitude towards Kevin's act of kindness, since he might not know how to say "thank you" yet. And, well, if that's all it took to get Kevin to fall in love.
The second story tells me that Kevin was a really naive little kid. I'm fairly certain that hug Edd gave him didn't mean anything more than "thank you."
