Kevin, formerly of SBAM Shooting, moved back to the UK a year ago, and immediately started the process of getting his firearm certificate (FAC) as a target shooter. Mike discusses with him how the process went. We may have screwed up the details of one-for-one variations slightly and there's a slight correction / clarification in the pinned post.

@@BlokeontheRange I'd argue that it was the case in 1920, when they rushed in a Firearms Act in response to a feared bolshevik uprising, but not the case now. If you look at the police representative organisations now, they're concerned by things like antique revolvers that can be easily rechambered for readily available cartridges, but not after everything. If they were, their organisations (ACPO, Police Federation) would have made a lot more of the Derek Bird shooting spree. Police I have spoken to appear to have no major concerns around the current situation and a fair few of them are shooters themselves. What I got after Derek Bird's rampage was a kind of collective sigh from the media as everything they'd called for to be banned had already been banned and it didn't stop a nutter with a .22 Brno bolt action and sporting 12 bore from killing a relatively large number of people.

We may have screwed up the details of one-for-one variations slightly... Not sure. If we did, please explain under this pinned post (it's been 15+ years since I lived in the UK so may have got the deatils a bit squiffy...) Also, although there is no limit for powder etc. in the firearms law, Sam pointed out that there is such a limit in the health and safety law, see here: www.hse.gov.uk/explosives/licensing/storage/index.htm You'll note that the first 2 provisions contradict (10kg vs 5kg "shooters' powder") and that 15kg of ammo doesn't get you very far, which is probably why neither of us had ever heard of it, no FEO had ever mentioned it to either of us, and it seems to be entirely unenforced.
@Fedaykin24
@Fedaykin24 5 лет назад
The only thing I can point out or quibble about is the level of negotiation for slots and justification does tend vary between different Police forces and even between FEO. So a club at Bisley that will probably fall under Greater London or Metropolitan Police might be more picky about the negotiation side of things. Also the more and longer you shoot the less fuss they will make about adding slots, generally they don't like it if you put in for ten slots on your first application as that would be a lot of guns and ammunition to buy in a five year period and does look a bit suspicious. General rule of thumb is put in for four to five slots on your first application, I also shoot Military historic and put in for all sorts of obscure calibres on my first renewal and the FEO didn't say a thing about it. I had many years of evidence that I was shooting a wide variety of guns a disciplines making it an easy thing for them to sign off on.
@Fedaykin24
@Fedaykin24 5 лет назад
You did indeed get Variations completely wrong, if you sell your .303 you lose that slot and must apply for a new one. If you have an empty slot for a calibre and wish to switch it to a different calibre you can have that done for free as a one for one variation but again only if you have never purchased a gun to fill the slot. Curiously you can one for one vary a moderator slot to a firearm if you so wish.
@85waspnest
@85waspnest 5 лет назад
Regarding 'one - for - one' variations. I was always led to believe this means a calibre for calibre exchange, for example.....A person has a .22 rifle on his or her fac and intends to sell or exchange for another make of .22 rifle. According to my local Police force, it's the quantity of firearms possessed, not the calibre. When I called in to see them a couple of years ago I was told the following almost word for word - "We've been doing one for one variations on a calibre for calibre exchange basis for years until recently when an applicant challenged us. This made us look again at Home office guidelines and found if the quantity of firearms possessed remains unchanged, regardless of calibre, it's classed as a 'One for one'. However, IF the applicant wishes to exchange or acquire a firearm of a different calibre they will receive a visit from the FAO (firearms officer)." So basically the Police force in question had been doing it wrong for a long time. However, and this is where it gets interesting. When my fac came up for renewal last year I told the visiting FAO the above story. He appeared surprised, said it was news to him and made a note in his notebook. Go figure !! By the way, One for one variations are free and one wonders what happened to the £20 fees that shouldn't have been charged. Could this be considered as the crime of 'Obtaining money under false pretenses?' As you said in your video, some police authorities have their own interpretation of the law. In their defence, reading the firearms act is a mind blowing, eye popping complicated nightmare which needs to be scrapped and simplified.
@Fedaykin24
@Fedaykin24 5 лет назад
@@85waspnest there is a fee if you want to add a slot but not if it is a one for one. The main issue I have is the different interpretation of the law going from police force to another. In my case I live in Scotland, that leads to a legal dichotomy in that Scottish Law is independent from English law but Police Scotland must follow the Home Office laws made even more complex that their Political masters who pay the bills are in Holyrood not Westminster meaning they like to stretch things when it comes to interpreting the law and have a habit of making things up on the fly.
@85waspnest
@85waspnest 5 лет назад
@@Fedaykin24 " there is a fee if you want to add a slot but not if it is a one for one". I know :-). I sold a .357 lever action rifle, notified the police of the transaction adding a note of my intention to replace it with another .357 rifle at some point. They returned my fac with a spare slot, no fee. If I'd sold the rifle without asking them to save the slot they would have removed it altogether and charged £20 to put it back in future.

I thought we had it bad in Australia (and we do). But the slots, ammunition limits and handgun ban I'm not sure who is actually worse off. On one hand you can get suppressors, semi auto rimfires, semiauto shotguns and pump shotguns. But we can get handguns, pump rifles, vastly less nonsense for repeating rifles, essentially no ammunition limit (some limits on powder storage but its a fair bit and doesnt include loaded ammo). No concept of slots either, we have to justify most firearms with a genuine reason but thats fairly easy to do. I personally hold around a dozen handguns and 20 longarms and a bit under 10,000 rounds of ammo. The pettiness of revoking someones license because they were an assault victim seems insane to me. If the police even tried something that daft here they would lose in an appeals tribunal in no time at all. adie chip there’s a huge gulf in understanding over the UK’s challenges with knife crime. In the UK we perceive it as borderline epidemic, mainly because violent crime with a deadly weapon has been so comparatively rare over the years. The US definition of epidemic seems to be on a different scale though. When you compare the knife related murders of the UK vs. the US on a per capita basis (to account for the population differences) they’re roughly the same; 0.48/1000 for the UK and 0.49/1000 in the US. If anything, you’re slightly more likely to be a victim of knife crime in the US than you would be in the UK. I’m not dismissing the problems facing the UK regarding knife crime, it’s currently at it’s highest point in about 70 years and needs addressing, however compared to the US it’s just business as usual. Just pointing out that what the UK considers extreme is normal over the pond and I’ve noticed this observation is often lost in debate.

It may also be down to the fact that Kevin was trying to get so many guns on his ticket at once, if you just ask for a couple of rim-fires and a couple of full-bores the police might not be quite so stringent on written proof of requiring every given gun i.e. I am a member of this club which has a full-bore and small-bore range and I wish to compete in both disciplines is easier to explain than why you are asking for 5 30 calibre rifles. That being said I haven't actually applied for an FAC and this is just what range officers and other members of the club have told me. In New Zealand there are no restrictions on the number of guns or the amount of ammo you can have there is a pistol licence, each pistol is registered. There is a collectors licence for people wanting to collect restricted military firearms, like machine guns mortars etc, each weapon is registered and they arent allowed to be fired. There is an A category licence which allows you to own as many rifles and shotguns as you want these weapons arent registered. To get a firearms licence you need to do a safety course, be assessed by the police as being a “ fit and proper person” this includes a police visit to your home where they will want to see that you have a gun safe. The police in New Zealand dont usually carry guns and they dont want thieves stealing peoples guns. Semiauto centrefire rifles have just been restricted and the government has started confiscating them and paying compensation. You can apply to own a semiauto centrefire for pest destruction work or they can be held by collectors.

This is for firearms for sports shooting. For hunting the proof requirements are different (but good look finding land to hunt on without having bags of cash). If you do own or are responsible for a large amount of land then getting a rifle for pest control is also easier to get the proof of need (as long as you don’t ask for .50 cal rifle to control rabbits).

We have appearance laws in Australia. However, generally in my state New South Wales (NSW) there's no* real ammunition limit, apart from 10 tonnes of powder. We don't have limits on the number of firearms for our standard firearms license (A+B). Though we can't semi autos for target shooting, they can acquired on a collectors license (centrefire semi-autos are deactivated). There's still loads of bullshit but.... After listening to this discussion, from both of you & the difficulties on acquiring a license in Britain & having it revoked, etc-the Dunblane killer, got arrested & charged in 1990, for child abuse, but hot released, as there was no evidence, etc, on the orders of the Assistant Chief, Constable & this man got Thomas Hamiltons license for his handguns, renewed. Its funny how that man (who was spoken about) got his FAC revoked for a silly thing & Thomas Hamilton had his renewed & given permission to purchase as much ammo as a competition-shooter, etc, despite being kicked out of gun clubs, for weird behaviour. And now every shooter is paying for what that man did & that man was allowed a renewal, etc, despite strong opposition, from the public, lower-ranking police, officers, the firearms department & gun club members. Thats the unfairness of the handgun ban & that it stinks to high heaven of child abuse, corruption.

I do love the bloke on the range's channel. He gives you some excellent information on some wonderful firearms. He even responded to a personal request for some help with a purchase of a Schmidt Rubin model 89/96. Top bloke he is. But can I add, a lot of information in this video is specific to the police authority they are based in. I am in a different part of the country and under a different police force. There are lots of different interpretations of the law. Such as I can hold 600 rounds of centre fire ammunition for each of my section 1 rifles. As long as you can use the rifle on a range or in a club is justification. So you do have to be in a club. However my training was three separate sessions on the safe handling of the firearms that can be used and that was it. Bisley is considered the Mecca of shooting in the UK. As such it also has a reputation for being overly strict. It really isn't that bad here in the UK. The rules are there for a reason, which I fully endorse. However we do have differences with individual firearms officers and authorities not fully following the home office regulations. This then leads to different approaches in different authorities. On the whole, you can own firearms here in the UK. It's not that bad... you simply have to follow the rules is all. Happy and safe shooting to you all.

A lot of confusion here between slug and ball. You can shoot ball from shotguns that were designed to shoot ball. This includes Kentucky style muskets and military style muskets (Brown Bess) etc, as long as they are smooth bored. Slug is not ball, it is usually elongated in a bullet style. It is also often winged to simulate the effect of rifling. Slug is section 1. Hope this helps guys.

@@BlokeontheRange important correction. Section 2 is not a 'Licence' it is a 'Certificate', it is an important distinction that is often muddled up even by experienced Shooting Sports participants in the UK. Both Section 1 and Section 2 are Certificates allowing you to posses guns and ammunition, they are not licensing you to use them. The only shooting related thing that requires a license is if you want to shoot guns that use Black Powder rather than Pyrodex. I am a member of a historical reenactment group in Northern Ireland. I put in for a gun certificate, for a black powder muzzle loader (3 band Enflield). I took a year to get my certificate. The ironic thing is that I was employed myself by the police for over 13 years. My Firearms Officer was terrible. She knew nothing about guns and wasn't interested in her job. She was a civilian who probably had never fired a gun in her life. Over here there is only one gun certificate. A shotgun rifle and handgun are carried on the same certificate. It is also ironic that NI is the only place in the UK where handguns are legal, due to the need to carry protection weapons by the security forces. My musket is considered as a shotgun, but I am not permitted to own any ammunition for my gun because it is used for reenactments. I recently moved house and my new Firearms Officer came out for a home visit. He was very nice, but checked the barrel of my gun with a torch. I can only assume it was to look for marks left in the barrel, to see if I had been firing balls out of my musket. To own black powder in Northern Ireland requires a explosives licence. The explosive branch are actually wonderful to work with. An explosive license is also required for the precision caps for my musket, however due to new carriage legislation, carriers are refusing to transport caps to Northern Ireland. Our historical society has about 200 caps left for the entire group. After this we don't know what we can do. I do believe in strick gun control, but we live in a nanny state, that is often idiotic because the people making decisions on gun certificates know nothing about guns themselves. The are often civilian staff who have never held a gun in their hands. Have any of you ideas on how our group can import caps for our muskets into Northern Ireland? Any help would be welcome!

I have applied for my Explosives license so as to shoot at reenacting events: I put in for Acquire and not keep as I don't want to buy another safe. It states on the license that I can acquire powder at an event but any left over must be handed in to the powder officer after the event.. Still waiting for mine to come through.. As for the caps I really don't know as I reenact 18th century with Flint Locks.

Pretty certain, only rifle and pistol cartridge percussion caps require a FAC. Number 10, 11 and winged musket caps are legal to buy, even sent by courier, just like blanks. As for black powder, and that damned licences Aquire/Aquire and Keep -- I'm pretty certain, but may be wrong, that Pyrodex doesn't need a licence, unlike BP. Whether a sulfur-free BP alternative is what you're after as a reenactor, I don't know. Would be worth enquiring about, maybe?
@Oscarhobbit

@@LoremIpsum1970 In mainland UK you can purchase caps without any paperwork. In NI it is a whole other ballgame. Do to the NI Conflict even caps are viewed as an explosive. Paperwork has to be submitted stating the gun shop that you are going to purchase from to the PSNI explosives branch. You then have only 14 days to make a purchase. You retain a copy of the cert. and the dealer has to send his copy back to the PSNI. You also have to justify how much power or caps that you are putting in for. I have to travel 90 miles to purchase my powder. I requested 2kg and was allowed 1kg.

We have had similar difficulty here in Oz. As far as I'm aware we still have no companies that can legally transport powders commercially in Australia, although we can still send ammo and primers via TNT courier - I'm not certain about Western Australia, or whether they can ship across to Tasmania. The Tasman ferries have been refusing to transport blackpowder from the mainland. But all licence holders can transport their own powder and ammunition without requiring Dangerous Goods certification. Until a few months ago Western Australia was in the ludicrous situation that nobody at all could legally transport firearms commercially between gunshops, but thousands of firearm owners could transport their own firearms wherever they wanted to.

Iv'e lost count of the number of variations Iv'e put in over the yrs and not once was I asked "why do you need that" etc. That would only happen if you kept asking for a firearm of the same calibre and function over and over e.g I can justify 3 or 4 semi-auto .22s but after that they might refuse. Very interesting, but I'm confused about the ammunition limit. You said it gets noted on your licence, and your licence is for five years, correct? Does that mean that's all the ammo you can shoot for five years? What happens when you run out of ammo? Or if you run out of .303, but still have some .308 left? Is the limit per firearm? Only one state in Australia has an ammo limit, and it's basically stated as "Not more than you can use in twelve months". I shoot tens of thousands of rounds every year, though mostly rimfire. When I was shooting IPSC, every shoot was a minimum of 100rds, so you'd take 200rds and do some practicing as well as the shoot. And you'd have extra ammo you could give to the twit that left his ammo at home. I load all my own centrefire ammo and try to keep at least 600rds on hand for each chambering I shoot, plus a couple of slabs of 12ga. (I don't shoot much 12ga.), and a few cases of rimfire. The idea is to never find myself getting down to just a few hundred rounds of centrefire, or less than a case of rimfire at any time.

It's the maximum amount per calibre that you can hold at any given time.
@ausgixxerpilot
@ausgixxerpilot 5 лет назад
@@BlokeontheRange Cool, so you can still shoot 10,000 rounds in a year, provided you only possess whatever the limit is at one time? Why do they note on your FAC how much you purchase then?
@ausgixxerpilot
@ausgixxerpilot 5 лет назад
@@BlokeontheRange Does that also mean that most UK shooters are not able to buy .22LR ammo by the case (5000rds) at all?
@Blackstone9x19
@Blackstone9x19 5 лет назад
@@ausgixxerpilot One can always discuss with your licensing officer about increasing your limit if you can justify it. I don't know if 5000rds of .22lr is reasonable though. As for why they write your ammo purchases on your FAC, it can form a helpful record to show that you're buying (and shooting) ammunition, thus maintaining the good reason for having the firearm.
@ausgixxerpilot
@ausgixxerpilot 5 лет назад
@@Blackstone9x19 Thanks for that, but surely anybody owning a .22LR would easily go through more than 5000rds even in a year? I can easily burn a case in a month or two. Outside of the .22,s (I have nine .22 rifles), I mainly shoot my milsurps, although the past couple of years I've become interested in lever-action rifles as well, and those can plow through piles of ammo very quickly. I guess I'm struggling to understand why you guys go through all the hassle and expense of getting licenced, if you're only interested enough to shoot a few hundred rounds per year. For me, having to be licensed, is what drives me to make damned sure I get full value out of it by shooting at every opportunity . How many rounds do you guys go through every year?

On the one hand, the laws are draconian compared to here in Canada. On ther other, the actual processes and people involved seem to be nicer to deal with. Our Police are just awful to deal when it comes to firearms or firearms paperwork. There's no way they'd ever come around for biscuits and tea with you!

To be honest the whole having biscuits and tea ready for your FEO visit thing is from a bygone era, not all Forces even use a dedicated FEO to do it these days and send a regular Police officer who has done a half day course on Firearms licensing. They tend to have zero knowledge about guns and want to get in and out of your house as fast as possible so they can get back to their regular work.

@@spudgunn8695 No it is a requirement of the process to make sure that you have suitably secure storage, if you live in a high crime area they might advise you fit more security before issuing a certificate based upon what they see at your house. They are also looking for signs that you are not fit to own a gun, for example if there are lots of empty and half full bottles of Whisky lying around the house that would be evidence of being an intemperate drinker and not fit for possession of a gun.

I actually have a small collection of interesting empty beer and spirits bottles from around the world in my living room, to save the conversation with the FEO I take it off the shelf and put it away if the FEO is visiting.

Here in Aus its crazy simple(for long guns) by comparison, a little time consuming but more wait than anything else. Source a "valid reason",many ways to go about this, could be as simple as a few $ permit to hunt pests on crown land or a club membership. Sit the safety course,which if you somehow manage to fail you probably shouldn't own a gun. Send of all the rubbish and wait 28 days,as long as papers filled out correct and you aren't a criminal, you will have a license fr catA+B which is pretty well everything thats not semi auto or pump action shotgun.Supposed to be a 28 day delay for permit to acquire first gun/s but often this is done concurrently with the application, so after the first 28 days your ready to go. Acquiring further guns we just apply for permit (normally digitally) at the shop we buy gun from, prior to a recent event this used to take as little as 15 minutes, now the permits take a few days,because reasons...Until you start getting well into double figures OR you try to get a 4th firearm (centrefires, they don't seem to care about air rifles,rimfire and double/single barrel shotties as much) that is essentially identical to 3 you already have,they tend to leave you alone.Sometimes people just have to write a BS letter justifying why they need that 4th 303 or what not,never happened to me.Ive heard of people being asked for "please explain" when they get to 5 centrefires, but I'm well past that and i never got asked.Has been some crap of late (in certain states, we do have different laws) with them knocking back permits for 338lap and 50bmg, but i know of at least one guy who beat them in court. Im yet to hear of a crime being committed with a large caliber AMR...

In Victoria I can confirm that every CatB firearm (non semi-auto center fire rifles) after your fifteenth CatB requires a letter giving further information before your permit(s) is granted. I usually buy them in groups and write a single letter regarding all the CatB's I'm applying for at the time. They will also try to push you toward a Collector's Licence instead (which does away with all the letter writing), but greatly restricts your ability to actually shoot such firearms. You can only use firearms held on a Collector's Licence at club events, not on the farm, or in the Bush, or for hunting.
