"a significant fraction of the speed of light" tends to be a bit subjective. personally, i consider anything as high as 1% the speed of light or higher to be a significant fraction, as 1% is probably the absolute fastest that any reasonable person would want to travel within a star system - both because of the relatively high concentrations of dust and debris within star systems, and because any spacecraft traveling as such enormous speeds is essentially a doomsday weapon on account of the high amounts of kinetic energy they possess. for both of these reasons, i think there would be a generally agreed-upon speed limit within star systems, and that limit would almost certainly not be higher than 1% the speed of light. in interstellar space, you can of course go faster, but your maximum speed is dependent on your propulsion method - more specifically your exhaust velocity, the speed that your propellant exits the back of your vessel. a fusion engine could probably do 10% the speed of light, maybe 20% - and since, even out in the interstellar void, dust and debris still pose a problem, you probably wouldn't want to travel much faster than that. however, if you had some method for reliable keeping your path clear of obstacles, and if you were willing to dump unreasonably high amounts of energy into making a spacecraft go faster, a solar sail could do the job. solar sails use photons as their propellant - or, in other words, their exhaust velocity is the speed of light. now, you can't _actually_ travel at the speed of light (for a whole menagerie of reasons) but you could get increasingly close to it - provided, again, that you are willing to dump increasingly unreasonable amounts of energy for increasingly miniscule speed boosts. so there you have it - the maximum speed you can travel is 99.9999...% the speed of light (because warp drives are probably never gonna be a thing, and they pose a whole lot of wacky problems anyway.) wait wasn't this comment just supposed to be about what qualifies as a significant fraction of the speed of light? idk i forgor
