Today, they don't revolt is because they don't have the resources to revolt, in the 60s - 80s Punjab it was one of the wealthiest states of India because of Green revolution, the fertility rate was 5-6 kids per Sikh household, today that rate is 1.6-1.9 kids per Sikh household. When you have 5-6 kids you can send 4 to die for Khalistan movement and not care, when you have 1 or 2 kids then you say not worth it to loose their entire bloodline over an Iffy situation, knowing that a 10x fold retaliation will come from the Hindu side.
