In my opinion, josh hartnett is real the Butcher, but, he was reported by his daughter, because she knows the truth about his father. Then, in the critical situation, the butcher also has a plan to kidnap the Lady Raven as his hostage.

Honestly, I think it's the both of them working together/she is in training. Something had to make it obvious that "the butcher" would be at that concert. Not going to lie though (an article released prior to the trailer drop spoiled Hartnett's role), I thought he was excusing himself and then going to kidnap/kill Lady Raven.

Shyamalan loved Josh Hartnett's villian character in the new season of 'Black Mirror' so much that at the Netflix premier, he got a hold of Josh's agent, asked if he would like to be another villian and Viola! this movie got its main character villian! They began filming 1 week after the premier of Black Mirror Season 6
