I know there are many people who can speak English but most people are not advanced but we should know some reasons :In Rwanda we have one language and the colonisation in Rwanda was very bad for us
Man you can't move around and think people will talk to you just like that, you have to approach them and ask them question, and Rwandese are friendly and knows English, french and Swahili.. they're not there waiting for you, they are just busy doing their job, you can look for a guider or ask the direction, or use the map.. you can go to the restaurant or coffee shop they're there waiting for customers.. I don't see the reason you said language barrier!.. in Rwanda in 5 people 2 can speak English, 1 can speak french, 1 can spend Swahili, especially in Kigali... Even that street seller managed to talk to you in English... So i think you got wrong, anyway it is what it is...
