Disagree their is a difference to having a sympathetic background and being sympathetic. The attack on Vecta and the massacre of civilians doesn't win you points in my book.
People like to harp on the Helghan Empire's aesthetic similarity to Nazi Germany, but it the rest just doesn't fit. The Helghan Empire more fits a type of meritocratic stratocracy as opposed to fascism, which hinges on the fanning (and sometimes outright fabrication) of ethnic tensions. Unlike Germany in the 1940s, Helghan was not focused on ethnic issues. Rather, the indiscriminate rampage on Vekta was the result of Helghan seeking to establish firm control as quickly as possible, because the Helghast knew Earth would intervene. Thus they had to be ready for the Earth Fleet's arrival. The Templin Institute has a pretty succinct breakdown of the Helghan regime. I'd respectfully suggest perusing it. My last word on the matter is the heavy reliance on military and corporate interests, while also a mark of late-stage capitalism, while it does bear some fascistic elements, can just as easily mirror 19th century European imperialism. Long live Helghan!

You know, what would have been a great idea? Humans and Helghans fighting side by side against an enemy from outside - e.g. Earth Government, that is trying to get a hold of the Alpha Centauri system by sending out an enourmous fleet, forcing the inhabitants of Vekta to unify their forces.
