The problem with using kingpin as a spiderman villain is that kingpin is just a regular human. Even if he is all muscle spiderman is superhuman. Spiderman throws around jeeps and holds up building and holds up 51 tons when holding up an airplanes landing gears. Wilson Fisk can't do any of these. Spiderman is also faster, more agile, and has a spidey sense. So him being more of an enemy of daredevil who is mostly a human with trained skills makes more sense. Now if Kingpin wasn't actually completely human then his strength would make sense. Otherwise it is just bad writing.

So… if Spider-Man can take heralds of Galactus, and whoever else Spider-Man beat up that was way above his pay grade but king pin can bully him? Does that make king pin around Harold lvl? Lol
