Well he had 2 times he was warned not to touch the bit area , taking your case to the MOD Police won't work at all, as they have no control over the Guards decisions anyway they will support the Guard in all things as the Guard has the final say about the welfare of his Horse. Keep the tourists away from horses, because I doubt if many would be all that interested in learning anything about horses, and the fact that naive people could easily hurt the horse, if they handle the bit. 🇬🇧🤨✋️🐎
It seems a lot of times the horses get bored and like to jiggle jangle (I made that up) the metal. Generally horses like to graze or chew hay. Some just play with the bits and make noise. Others are more mature and stand there like good boys. Its not rocket surgery.
I think he's worried about the way the horse is reacting to having two bits in his mouth. It isn't normal for normal riding horses to be wearing a double bridle in most circumstance unless it is for dressage and ceremonial reasons. It does not hurt the horse at all, the horse is not in pain, these horses get the best medical care imaginable, frequent dental checks, new shoes every two week or so and when retiring, go to the horse home and meet old friends and run in the fields.
Some people fail to understand that the guard has a sword in one hand, they are sitting on a horse weighing over 1000lb that can bite and kill with a kick in a street full of tourists and they have to maintain complete control of the animal at all times. Two bits in this situation is not for looks or being cruel but is an absolute necessity.
I actually think the sulky little manboy was complaining about being filmed as you see him gesture to the cameras. I have a feeling his huge ego took a hit by being told off by the guard TWICE while being streamed on the internet so went to complain like a karen 😂😂😂
That bloke arrives and because he sees the horse fiddling and playing with the bits he assumes something is wrong. A few polite words with the soldier might have been appropriate.

Maybe I'm over thinking things, but he seems a bit unsure of what Horse Guards is about. He bent down to look at the armed police officer's radio as if he was checking to see if it was real or not. Perhaps he thinks it's all a big theme park for the tourists to play in. 😅 5:16
No the Guards don't but the MOD Police do and they will detain for the Met Officers if it happens outside the gates, and inside the Gates they have full powers of arrest and detainment and I am sure depending on the incident you will be banned from Horse Guards ETC
