OK, figure this out, three ships bunched up between two islands and he doesn't fire off a salvo of torpedoes? That doesn't seem smart.

Maybe because the torps could hit the shallow water instead of the ship next to it? Besides, there is nothing to guarantee that the targeted ships will be there when the torps arrive.
