Hi I have the Okuma Precision 13ft 2-4oz with the Okuma Tomcat 8000 spooled with 40 pound braid. I wonder if i can throw lures with this rod. I would appreciate it for tips. (In new to surf fishing)

You can throw lures for sure. Just a touch heavy, I'd say, but definitely do-able. I just bought an assassin spintech 11XH its 1-3 ounce, specifically for this type of fishing. Cheap but does the job and is commonly used for dropshotting.
