That's correct, but from the start before XII & XIII, kof characters tended to talk very little (compared to other SNK titles). That probably started as memory concerns.

I hate how Wakamoto voiced Igniz in KoF World, he basically lost his touch and doesn't even sound like his old voices (Which is showed in this video). Wakamoto's old voices here is always better than his new voices in KoF World.
