Just being picky, but this seems more uki waza than kata guruma. Also, the complete ban on touching the leg is ridiculous. I get the point, to reward and encourage the big throws and penalize leg diving, but you could get to the same place simply by outlawing selected techniques such as morote gari and the standard base version of kata guruma (as it can be dangerous). The sportification of judo is diluting the art.
Yeah, as long as the arm/elbow assisting in the throw is anchored to a legal grip (from the belt and up). That's been the case for awhile, but there may be even more leeway with 2022 rules.
