It isn't as off-limits as you see in manga and anime anymore, Japanese girls hug when they're friends quite often. But the fact that Korone and Risu had never met in person before and the first interaction was a hug is actually quite rare, even if they had spoken often in the past.
From what I read in comment in reddit, it seem according to Subaru and Okayu, Korone is quite physical with her friend, a very touchy feely kind of person.

Man I can't stop smiling. Risu's mind must have exploded the moment she saw Korone, not even counting the fact that they immediately hugged after. This is probably one of the top 2 meet ups the entire fanbase has been waiting for since the news that the ID girls were in Japan, along with PekoMoon.
