A journalist report on Kuki - Paite conflict during 1997 - 98 in Churachandpur, published in April 1998 issue of SANATHONG, a premiere Manipuri monthly of those days.
In every election, the Yelhoumee Meetei in the Churachandpur district cannot contest and field candidates for no fault of theirs, for the last seventy-five years. This happens during every Lok Sabha election in eight Assembly Constituencies of Thoubal Kakching and Jiribam districts. Where have the political rights of indigenous Meetei there gone? Where has the political IQ of some Meetei professors and their ilk who opposed ST demand tooth and nail gone? How many of them know the English equivalent of the Manipuri word Yelhoumee (original inhabitants) written in India's Constitution? How come they have a common agenda with illegal immigrants in opposing the ST demand? Haven't they been taken for a ride by our adversaries whose hidden agenda is open today? There's a list of Manipur's 34 Yelhoumee communities appended under Article 342(1) of India's Constitution where neither Meitei nor Meetei is listed. Are we Meetei a group of self-styled Yelhoumee only, devoid of Constitutional recognition? The Apex Court of India in a judgement dated 5th Jan 2011 on an SLP (Crl) No. 10367 states that STs are descendants of the original inhabitants comprising 8% of India's total population. The remaining 92% are descendants of immigrants. Justice Markandey Katju and Justice Gyan Sudha Misra signed the judgement. Where is the Meetei between the two -- original inhabitants or descendants of immigrants? How many Meetei professors who opposed ST demand know the Census of India 1881, 1891, 1901 and 1931 recorded Meetei as forest tribes, Hindu tribes and main tribes etc. Only from the Census in 1951 the Meetei were mistakenly delisted without assigning any reason thereof either to the state government or the general public in gazette notifications. Even the Brahmins and Rajputs in the Trans-Giri areas of Sirmaur district in Himachal Pradesh got ST tag on the fourth attempt after being rejected thrice by RGI in 1995, 2006 and 2017 (TOI dated July 25, 2022). Hasn't our place among the recognised Yelhoumee list been replaced by a group hardly two hundred years old who followed the British as porters and mercenaries? Aren't we paying the price of ignorance and negligence accumulated over the years by becoming refugees (IDPs) in our State. Aren't we like a group of political prisoners under house arrest confined within a space of 6% of the total unable to cross beyond Awang Sekmai? Like the lost children of history walking from one spot of buried hope to the death rattle of another searching for Constitutional safeguards but flipping through the wrong pages only, can there be a shining Manipur with sinking Meetei? Can this be the idea of a resilient and resurgent Manipur?
