In regards to the second "Megamind" film, I recall watching an interview regarding the creation of the "Dragons: Riders of Berk" series, and they mentioned that the film and the series are run by separate corporate entities. Since the second "Megamind" was meant to pilot their series, the project was likely run by the people at Peacock instead of their main studio.
