On 07/21/2022, at approximately 2332 hours, I was conducting a stationary patrol on I-20E near mile
marker 44. While conducting the stationary patrol, I observed a blue-colored, Honda Odyssey in the left
lane that appeared to be traveling at a high rate of speed when passing my patrol vehicle. I checked
the vehicle's speed from its front with my Stalker XLR Laser at 90 mph in a 70-mph zone. I activated
my emergency equipment to conduct a traffic stop. The vehicle appeared to be pulling to the south
shoulder, with its right turn signal on. The vehicle continued east on I-20 in the right lane, before
changing lanes into the middle lane. Once the driver changed lanes and accelerated, it was evident
that the driver was not going to stop and initiated a pursuit. The driver continued east changing lanes
improperly from the middle lane to the left lane, going around vehicles almost striking them. The driver
would purposely slam on brakes when seeing my patrol vehicle on the left or right side of theirs. The
driver continued traveling east on I-20, driving all over the roadway in a reckless manner, showing a
total disregard for the motoring public. The driver would continue to brake check me near mile marker
53. The driver almost struck a stalled motorist on the south shoulder near mile marker 53 attempting to
avoid my attempt to terminate the pursuit by performing a PIT (Precision Immobilization Technique)
Maneuver. Near exit 55A on I-20, I attempted to slow the vehicle down by using a channelization
method, channeling the vehicle to the south shoulder. The driver almost struck both a bystander's
vehicle and my patrol vehicle while continuing to flee. The driver exited at exit 56A, running the red light
that was visibly red making a left turn onto McDaniel Street traveling north. At this time, I set up on the
driver's side of the fleeing vehicle and I attempted to perform a precision Immobilization Technique
Maneuver at the intersection of McDaniel Street and Whitehall Street, the maneuver was unsuccessful.
Once turning right onto Whitehall Street, I then set up on the driver's side again to perform a Precision
Immobilization Technique maneuver, the maneuver was successful, and the vehicle came to an
uncontrolled final rest facing east on Whitehall Street pinned next to my patrol vehicle.
I noticed movement in the vehicle as if the driver was attempting to get out and flee on foot. I unholster
my state issued Glock 45 duty weapon and gave both occupants of the vehicle verbal commands to
stay in the vehicle. I gave the first occupant, the passenger, Ms. Kenya Gizel Arroyo who was sitting in
the front passenger's seat, verbal commands to lay on the ground and place her hands behind her
back where I then handcuffed her. Ms. Arroyo stated that she was pregnant during this time, and she
was requesting that someone take her to the hospital. The second occupant, the driver, identified as
Ms. Tina Ta Bui was sitting in the rear passenger seat. Ms. Bui was given verbal commands to get out of the vehicle and face away from me, where I then handcuffed her. I assisted Ms. Arroyo up from the
ground and walked both occupants to the front of my patrol vehicle. While speaking to Ms. Bui, she
admitted that she was driving, and the only reason she was running was because she knew she had a
warrant. I read Ms. Bui Miranda Warning at 2348 hours, and she agreed to speak to me. Ms., Bui
stated they were coming from a trip to Atlanta. I found a gray Rawlings bookbag in the passenger's
floorboard that Ms. Bui took ownership of. While checking this bookbag, I found a teal-colored 9mm
handgun located inside the bookbag. Ms. Bui stated that the handgun belonged to a friend. While
checking the bookbag, I also found a small plastic zip-lock baggie located inside the bookbag with a
hard, clear, crystal-like substance inside of it. Ms. Bui took a brief pause before stating that the
substance belonged to her. I asked Ms. Bui what it was, and she stated it was, “ice.” When asking Ms.
Bui to clarify what “ice” was she stated, it was methamphetamine. I weighed the baggie of the crystallike
substance while on scene with a portable scale of my own. The substance weighed 0.52oz.
When checking Ms. Bui's information through GCIC, she came back with a suspended driver's license.
Ms. Bui also came back with two warrants, one for failure to appear on traffic charges through Hall
County SO and the other for failure to appear on traffic charges through Gainsville PD. Both the city
and the county wanted to place a hold on Ms. Bui.
I asked Ms. Bui when the last time she consumed methamphetamine and she stated she consumed
the drugs that morning, but she could not remember the time at first but later stated it was around 11
am. I asked Ms. Bui was it 11 pm or am and Ms. Bui stated pm. She then changed her answer to 11
am.
