I think langue could be possible without parole even if you don't use it, in contrary parole is not possible without language because langue is a system social abstract while parole is physical manifestation.
I guess it must be possible, yes. It's an interesting question. I guess it is even more likely for someone who was previously able to speak but lost that ability for some reason.
