I don't think people like you can ever even begin to understand how these places were thank God we closed most of them down and no I am not saying some people should not be in the hospital but we must do things right and prober we have a dreadful history of treating people with mental illness mental health ect we need so much more resources in the community .
When people are a threat to themselves, or to others, they need to be held in the psychiatric center. The law allows that and this guy clearly is a danger and a ticking time bomb.

When I walk around various areas in LA/SoCa, including parks or parking lots, etc, I notice litter all over the place. Even more so if someone paid me, I'd gladly pick up the refuse. I always feel if people on public assistance (or tending to homeless encampments) can do something as basic as that, cities like LA should look cleaner. Or at least a bit less of a mess.

Could you not hear his bad language, his inability to cooperate with the law enforcement officer's. Millions of illegals & millions more of their offspring. 3rd generation Californian here. Born in a homogeneous Christian conservative SAFE hometown (zero homeless). Today our population has experienced an 80% foreign replacement. My hometown is unrecognizable unsafe cesspool with gang violence, criminality, drugs, thousands of homeless. Being a Christian means having discernment NOT irrational tolerance. For the heavy drinker and the glutton will come to poverty, And drowsiness will clothe one with rags.
Dare I ask what Circle is? Spend more time with names than action. Mental institutions were closed by late 90's. People were released on their own. Around me they were told go to AA meetings for help and a place to go.
Specifically to the big ape on the beach, if I was there I would have left with my whole family because he was a ticking timebomb. If the officers tazed his you-know-what and taken him away I would have stayed and enjoyed the beach and spent loads of money on the boardwalk. It's up to you California.
Until there is a law passed against being crazy and reopening the mental hospitals, nothing can or will be done, unless a person volunteers for treatment. Treatment is not forced on anyone, for any health condition. Breaking a law, yes, being annoying While in a mental health state that is not good, is not against the law.

While back I was talking to a African American lady at a gas station. I went home got some food and clothing for her. She was talking to people that didn’t even exist and she told me she was suicidal and wanted to go to mental health facility. I called PD and EMS to help her. Before that I called numerous shelters just so she could sleep inside. Nobody wouldn’t pick her up, and I sure wasn’t taking her anywhere in my car in the middle of the night. After all this, police and paramedics she just walked away in the night. Help was offered to her, right there and than and she rejected it. When I came home one of the bags that she didn’t take had a copper wires, she left it in by mistake, she was on crack. Now, how do you help druggies? I am just lucky she didn’t killed me. Be careful and safe everybody.
You should have the NAACP or BLM or some so-called civil rights group and inform them that one of their own was in the need of help to see what response you would get.
When I was in the hospital one time, a guy told me that he wanted to kill a lady because she offered him food instead of giving him money for drugs, crazy😢
The homeless man looks to me to have Gilles de la Tourette syndrome. Symptoms are jerking movements, Yelling cuss words uncontrollably and Tics. If he were a smaller man he wouldn't look so threatening but this is a big man. People probably got scared and called police. CBD oil could calm his dopamine overload but pharmaceutical meds don't work on Tourette.

The Supreme Court yesterday ruled against re-hearing a case decided by the 9th Circuit Court awhile ago. The 9th previously stated that the city of Boise's law against homelessness was cruel & unusual punishment. Several cities, including LA, supported Boise taking the decision to the Supreme Court. Incidentally, the 9th oversees the Western US, which may be one reason why homelessness & sidewalk encampments keep growing worse & worse up & down the cities of the Pacific coast. Anti-loitering laws were in effect & enforced decades ago, but CA, etc, is now the wild, wild West.
All these comments about the homeless situation from the right-wing are not legitimate because Reagan and the GOP started all of this by defunding mental institutions in the 80s.

Where's this black guy's family? I hope they come get him before he gets hurts by civilians or cops! Why do so many cops just stand there at look at this guy? It ended with the homeless scary guy just sitting in his homeless encampment near the sand. He needed to be removed and sent to an institution for mentally unstable people. I’m sure everyone that lives right there who pay their mortgage and taxes are furious with scary homeless people who loiter around their homes. Notice how the homeless people have good taste in where they set up their encampments, right on the beach! Where most people dream of living!
People keep voting for this. It's a public safety issue (he's right near a children's park), an environmental issue, and it's bad for local businesses. This guy should be in jail binding books for underprivileged school children. Stop enabling this behavior by voting for such leniency.
