Where the definition comes from? Definitely its generalization of power series as a transformation so that the power series transform discrete values function to a continuous values function whereas the Laplace transform a continuous value function (such as time domain) to a continuous value function (such as frequency domain) .

This is Unilateral Laplace transform . Bilateral laplace transform of 1 does not exist.

Yes, The unilateral Laplace Transform is commonly used, and the Laplace Transform of 1 exists, equal to 1/s, where 's' is a complex frequency parameter. In contrast, in the bilateral Laplace Transform, it does not exist due to integration limits from - ♾️ to +♾️.
