Laravel collection provides a fluent, convenient wrapper for working with arrays of data. In this video, I have discussed in detail the Laravel Collection, Higher-Order Collections, and Lazy Collections.
I have also shown how you can improve ram usage and page load time using the Lazy collection.
The Laravel Collection class allows you to chain its methods to perform fluent mapping.

With the get() then filter->is_active you get the entire collection then you filter it. Should not we filter the eloquent query instead ? Like Product::whereIsActive('1')->get() ?

Yup we should always use filtering through eloquent query rather than collection. Since this tutorial is about collection, so I did in that way. I should have also mentioned that in the video. Anyways thanks for mentioning that.
