He's full of it. I just fractured my finger a few months ago. You can still do things with your hand/finger when it's fractured. The splint is to make sure it heals correctly. If you see people walking around with a crooked finger, usually it's bc they didn't go to the doctor when it happened BC you can generally still function. It will just heal terribly.
