This is just our story and how we did that and we adapt it to the new changes which make it easier and less expensive where you should spend an extra 200 PLN in Embassay of Philipines in Warsaw for legalization, now you skipping that process.
As a first step, Lyka went to PSA to get the CENOMAR and BIRTH CERTIFICATE she fill out the form and paid the fee for documents then she waits for around 1 - 2 hours for releasing this is the process in Bacolod its long but at least you will get it at the same day! Next day Lyka went to DHL/WWW to send the papers to Manila for Old Red Ribbon/New Apostille She paid 720 PHP and she needed 2 valid ID in her case she used Passport and Student ID and she needed to sign the Authority to send it after 2 weeks she got papers back and send them to Poland to Dominik (I assume also that you can send them straight away to Poland from Manila if you ask to do it in DHL to speed up process as price probably will be same)
While Dominik is in Poland he can get his "Stan Cywilny" and "Akt Zypelny Urodzenia" and pay the fee 38 PLN x2 as it will be 2 documents. When the CEMONAR arrived in Poland it takes 3/4 days. He needs to translate it to polish by using the service of the Tlumacz Przysiegly it cost around 100 PLN depends on time. After receiving the translation he can go again to Urzad Miasta/Urzad Cywilny to get "Zaświadczenie stwierdzające, że zgodnie z prawem polskim można zawrzeć małżeństwo" cost 38 PLN and I get it straight away but it also depends on the case. Very helpful is to have the copy of the passport of the person from the Philippines to fill up the document correctly and also remember they will take your CEMONAR and keep it. When you get that you can use the service of the Tlumacz Przysiegly to translate the "Akt Zypelny Urodzenia" and "Zaświadczenie stwierdzające, że zgodnie z prawem polskim można zawrzeć małżeństwo"/Legal Capacity to Marry(English Version) and with that you can send the paper to Warsaw for Apostille (2-3 weeks to get it back) or do it by yourself in Warsaw and get it straight away the fee should be 60 PLN x 2 or (as i did it after that process i have to go to Embassay of Philipines in Warsaw to legalize polish documents by Government of Philippines cost 200 PLN) and with all that process you are ready to go to Philipines and get married in Philipines with your Filipina fiance!

-CENOMAR 210 PHP/16 PLN (Fee),
-Apostille with delivery to Manila 720 PHP/55 PLN
-FedEx/DHL/Other delivery to Poland ~1800 PHP/135 PLN,
-Translation 112,00 PLN
-BIRTH CERTIFICATE (KEEP in the Philippines for later)
150 PHP/12 PLN (Fee)
(Now you can do it online if you have "profil zaufany" (trust profile) to save time and lines)
-AKT ZYPELNY URODZENIA 38 ZL (Fee)
-Translation ~100 PLN
-Apostille (Make it as last step!) 60 PLN
STAN CYWILNY (Not really sure if needed but I had it and they checked it)
38 PLN (Fee)
-Zaświadczenie stwierdzające, że zgodnie z prawem polskim można zawrzeć małżeństwo/Legal Capacity to Marry(English Version)38 PLN or (Fee)
Translation ~100 PLN
-Apostille (Make it as last step!) 60 PLN
In total ~ 764 PLN/10 000PHP
To save more you can search for cheaper Translation by for sure need to be with a stamp.
