Hi, The circular terrace is called as the 'medhi' used as the pradakshina path. We hope this explanation helps.

Vedika that's the timber railing was used to protect the village specially from wild animals as villages were developed by clearing forest. Thus, as time passed, it established itself as a symbol of protection. In Buddhist architecture, Vedika is used symbolically to protect important and sacred. In this case, it protects the Stupa which houses the holy relics.
