They send tornado warnings to any cellular phones in the general area where the sigtings of a tornado. Your cell phone is handed off to cell towers so they know where you are. Per CRTC webpage "Because emergency alert messages are distributed to a specific geographic area, only cellphones in the selected area will receive an emergency alert. This means that, if you travel elsewhere in Canada and an alert is issued for the location you find yourself in at that moment, you will receive the alert, provided you have a compatible cellphone that is connected to an LTE network or newer."
Your cell phone connects to the local phone cells. That's why they know where your phone is and you get alerts for that area 😉 Great video and hurrah on the missed tornado. Don't call out to them... they might hear you one day ☝🤨

They know where tornado possible happen and which base stations for mobile networks in the area and they trigger emergency messages who is connected to those base stations. They don't know your exact location but they can assume with data they have.
