As someone who has volunteered (my mom was one of the co-founders, technically) at a branch of an NGO that helps people with disabilities; yes. People with downs below a certain threshold are basically children.

For the autism stuff for anyone wondering it's called high functioning and low functioning, high functioning people can have normal relationships including the romantic, low functioning depending on how low are a lot like children who never learn (hence why it's called a learning disability) and therefore cannot have normal relationships, plus I don't think it's a good idea to let them have romantic relationships where they could potentially be having sex. I don't know enough to really comment on that part but it seems like a bad idea.
If a person on the spectrum is below a certain mental capacity, they are essentially considered the same as minors when it comes to consent. However, plenty of individuals on the spectrum live fairly “normal” adult lives
