When LKY went to Taiwan, he visited the countryside together with Taiwan’s then President Chiang Jing Guo. When Chiang saw LKY speaking to the Taiwanese farmers in the Hokkien dialect, he was shocked and said, the Prime Minister of Singapore could communicate with my people in Hokkien, yet I had no idea what they were talking about.
Lee Kuan Yew only started learning Hokkien (and Mandarin even later) in midlife ages way later than English and Malay. For his age as a new external learner speaker, this was already quite good. His wife Kwa Geok Choo herself being a Hokkien helped him a lot! Hokkien is just so deep into Singaporeans' blood and heritage that even Lee Kuan Yew's reign power can never minimize this dialect's popularity to make way promoting Mandarin!

Later on he sucked up to Deng Xiaoping and banned Hokkien. Mandarin, a language invented by Turkic conquerors of China, became prominent instead. Han Chinese indigenous to Swatow also forced to speak it.
He banned during the Mao era, because for unity and also getting rid of communism. There is an Intel leak from Taiwan where he had a chat with Zhou Enlai explaining why he did that. As for why he opt for Mandarin, because he saw it coming that China with it's Mandarin will be a powerful economic force. This is better rather than seeing Singapore rot like Hong Kong because they are arrogant with their dialect. Anyway, Hokkien culture is also influenced by the Turkic conquerors of China via the Sui and Tang dynasty.
