In this episode, we are talking with former US Ambassador to the USSR, Jack Matlock, about Georgia and the wider region. It is absolutely clear that for all powers in the neighbourhood, a workable relationship with Russia is essential. Ambassador Matlock discusses the reasons for the instability, the domestic and international factors, and gives invaluable advice on how to do conflict resolution instead of conflict escalation.
Among many other achievements and postings, Ambassador Matlock served as the United States top diplomat to the Soviet Union from 1987-1991, with his duties in Moscow ending only months before the dissolution of the country itself. He was famously working with President Reagan and Bush Senior to end the Cold War, which he keeps emphasising happened due to mutual agreement and good diplomacy, not because of the collapse of the Soviet Union.

Some call it, "Americanisation" or as Ethan Watters put it, "Crazy Like Us: The Globalization of the American Psyche". Even the German band, Rammstein, sang about "We're all living in Amerika. New draftees “run away at the first shell explosion,” a commander told the British newspaper: The Ukrainian military has been so depleted by attrition that new infantry troops are often unfit for combat and flee at the first sign of fighting, the Financial Times reported on Friday. In some units, around two thirds of soldiers are reportedly killed or wounded within days of arriving at the front. Manpower shortages have plagued the Armed Forces of Ukraine (AFU) for well over a year, according to reports in Ukrainian and Western media outlets. After multiple rounds of conscription, the average age of a Ukrainian soldier is now 45, and many of those sent to the front are unfit for combat, multiple commanders and soldiers told the British newspaper. “When the new guys get to the position, a lot of them run away at the first shell explosion,” a deputy commander fighting near Ugledar in Donetsk Region said. Another commander whose unit is attempting to hold the nearby town of Khurakove said that “some guys freeze [because] they are too afraid to shoot the enemy, and then they are the ones who leave in body bags or severely wounded.” The commanders estimated that 50-70% of new infantry troops are killed or wounded within days of starting their first rotation. Experienced soldiers “are being killed off too quickly” and replaced by older and less fit men, another commander told the Financial Times. “As infantry, you need to run, you need to be strong, you need to carry heavy equipment,” he said, adding: “It’s hard to do that if you aren’t young.” As of May, the Ukrainian military has been drafting 30,000 soldiers per month. However, AFU Commander-in-Chief General Aleksandr Syrsky admitted earlier this month that these new recruits are often sent to fight with as little as six weeks’ training. The commanders who spoke to the Financial Times said that they consider this training worthless, as many of the AFU’s instructors haven’t seen combat themselves. “Some of them don’t even know how to hold their rifles,” one officer said. “They peel more potatoes than they shoot bullets,” he complained, explaining that he had bought paintball guns in order to teach his new men how to shoot without wasting ammunition. Those who survive often go AWOL after their first rotation, while others are so shell-shocked and exhausted that they are checked into psychiatric wards, the newspaper reported. With the AFU under no legal obligation to demobilize troops, joining the army or getting conscripted is viewed by recruits as “a one-way ticket,” a ten-year veteran told the Financial Times.

Wonderful to hear more wisdom from Ambassador Matlock's mature perspectives. Diplomacy has sadly become something of a "lost Art" in the U.S. State Department... Hopefully a new Administration will take up the challenging task of restructuring its staffing and ideological framework to free the U.S. from the fantasy of World Domination currently being projected, in service to the massive warren of military industry & corrupt political/Intel community interests at "work" today. Probably, very much possibly, even before then, following the break-up of the Soviet Union, and the Warsaw Pact, as far back as 1991, there would have definitely been Infiltration attempts against the whole of the Caucus Region, which is still the aim of the Atlantic Council, and NATO - anything, that would weaken, and further disable Russia, which was sent reeling, under Mikail Gorbachev and Boris Yeltsin.

Yes. They trained and armed Georgian army, gave them intel. info, satellite maps, held joint military trials almost every month. The last trials they held were two weeks before the invasion of Georgia to South Osetia (or restoration of territorial integrity depends on your side). And all US troops didn't leave Georgia but stayed there in the port. US officials visited Georgia almost every day that time right before the start of the war. So USA were fully involved. It was Ukrainian scenario in miniature.

I find it almost humorous that the former ambassador to Georgia says "Russia and Georgia need to maintain a relationship." The humor (sarc) is that no one here touches on the subject that Russian oil and gas pipelines flow through Georgia, among several other countries in that region, so rest assured, Russia WILL take care of relations where THEIR oil and gas pipelines run. Why was this aspect not discussed? Resource control is the reason ALL of these events are occurring....nothing to do with economies or East vs West emotions as media deceives with every day.

In 2008 after the Russo Georgian war, EU created an international research group to investigate why that war started. That group went to Georgia and in the end produced a report which stated exactly what ambassador Matlock said in this discussion. One can find this report on the Internet still as pdf.

Russia reduced funding for Abkhazia because they broke their promise to allow building of the Russian settlement in Abkhazia (purpose of which has been to start economic development of region). Sadly, Abkhazian people behave like tribals and fear too much that "Russian will buy everything and destroy our way of life".

@@HomeMade_Polysynth yes. This is quite common for mountain people, work for others, live with others, don't allow them to come. At least Abkhazians do not commit as many crimes per capita when they are in Russia and for the most part, ones who resettled in Russia or come here to work are nice people. But robbery of Russian tourists in Abkhazia itself is quite common. Why tourist companies keep finding people willing to come there despite there being little to no service, primitive cousine and high prices while they can go to Sochi or Gelendzhik instead I have no idea. So, what is the point to feed Abkhazia if they behave like this. They can enjoy their independence and all issues that come with it.

There’s always a few who have good intentions and try to think clearly, but because there are many mad men, those with good intentions are swept aside. But if you think clearly enough, then these discussions are like defining the bark on the few trees immediately around one. In the end, you are in the middle of a vast forest and there’s no food to be found. It’s better if one not wander into the forest in the first place. Instead, observe the forest from a distance. There can be no peace in the present age, for someone is riding his “white horse” and he must “complete his conquest”. It won’t be done until the US gets intel concerning Russia and China that changes the focus and brings on the “rage”. Only then will Uncle Sam be knocked off his steed.

Very interesting to hear the details of this topic I know little about. I feel privileged to be party to your discussion. "Start small; build-up big" - that applies to engineering too, when you come in on a crisis. Find those first little things where everyone feels just a tiny bit of relief from the weight of problems - then do the next round and then the next, each time with people feeling their burdens getting less - until you realise that some time back at no recognisable juncture you are feeding-through cooperative paths to shared goals.
