Uhmm.. No. Ant-man maintains his normal size strength & speed when shrinking. When he shrinks, it is reducing the distance between his atoms & thus increasing his density. The slow movement is just an illusion, something big make big movements. Kinda like observing a car's movement, it changes speed depending on how far or where you view it from, but the speed is actually the same.

As we saw ant man was well over 100 times his normal volume in Ant man 2. But the scene where he was in water was more of interest as water has density of 1 kg/m^3 assuming half of ant man was submerged in water and he was still "standing" in water, not floating his density must have been higher than that of water. so a man weighing 80kg with unknown volume and density of more than 1kg/m^3 His volume must have been less or same as 80 liters. MEANING HE DIDN'T CHANGE IN DENSITY. I know this is bullshit but that scene actually proves that. Had he gotten let's say atleast half the density of normal human he'd be floating in the water.
